Do you remember the Mr. Men and Little Miss books?  Does Little Miss Sunshine or Mr. Lazy ring a bell? In my search for finding other sites to create characters (read: waste time), I've found Create your own Mr. Men and Little Miss. 

Technically geared toward children, and not quite as robust as the M&M maker or the South Park Characters - but a little fun, and a little nostalgia.
